Τίτλος Προγράμματος: EPIGOV – Environmental Policy Integration and Multi-level Governance
Περιγραφή Προγράμματος: The integration of environmental concerns into other policy areas (EPI) is a key for sustainable development (SD) and the biggest challenge facing the environmental community. It requires a new approach to policy making and changes in policies and their implementation. The cross-cutting nature of EPI does not easily fit with traditional hierarchical governance based on nation-state authority, sectoral differentiation, and ‘command and control’ type instruments. Measures to promote EPI frequently rely on new modes of governance, such as voluntary, procedural, information, learning and market based instruments. Efforts to achieve EPI are currently being made at local/regional, national, European and global levels of governance, and within the private sector. The interlinkages between different modes of governance and levels are emerging as a central challenge in the area of EPI. The CA aims to structure the findings of a rapidly growing body of literature on different EPI approaches and measures and to identify avenues for future research by focussing on two main themes: First, to identify modes of governance which are typically used to promote EPI at particular levels, eg. local/regional, national, EU, global. Second, to identify how EPI measures at the different levels affect each other and how could governance be improved to increase synergies and minimise negative interaction effects across the levels. Assembling and discussing findings which are relevant for these themes should ultimately facilitate progress in improving the implementation of EPI in the EU multi-level governance system. Thus, the overreaching objective of EPIGOV is to create a process that can document the progress of research on EPI and governance in a way that is coherent, and in the process generate new research impulses in this area. The project will offer opportunities for researchers to come together at regular intervals, share research results, develop hypotheses and research methods, and discuss new initiatives for co-operative research.
